About
$CONGRESS puts every stock trade reported by Members of the U.S. Congress, House and Senate, on one page. It shows public facts, as filed, with a link to the filing. It does not say what they mean.
Where the data comes from
Members of the House file Periodic Transaction Reports with the Office of the Clerk. The Clerk publishes a yearly index of every filing and the PDF of each report. We check that index regularly, download each new report once, and read the table of transactions in it. Every trade on this site links to the PDF it was read from.
Senators file theirs with the Secretary of the Senate, on a site that only answers visitors from the United States. We read an open mirror of it, updated daily, which keeps the official link of every report; party, state and committees come from the public congress-legislators dataset. Every Senate trade links to the Senate's own page for its report.
On file right now: 13,585 trades from 165 Members, read from 1,213 reports filed between Jan 1, 2025 and Sep 22, 2026. Last update: Sep 27, 2026.
Party and committees come from the Clerk's official member list. A report is matched to a Member by seat (state and district) and the match is confirmed by last name. When the two do not agree, for example after a Member left or changed seats, we show neither party nor committee. We never guess.
What you see on a trade
- Who owned it. The Member, the spouse, a joint account, or a dependent child, as declared. Often it is the spouse.
- The amount, as a range. Members declare ranges such as $1,001 to $15,000. We show the range and never a more precise number.
- Dates. The day of the trade, and the day the report was filed. The gap between the two is the disclosure delay.
- Dividend reinvestments. Automatic reinvestments of dividends are declared as purchases. We label them and leave them out of “Most bought”.
- Source only. 142 reports were filed on paper and scanned, with no text to read. They are listed with their PDF and nothing is extracted from them.
The 45 day rule
Under the STOCK Act, a Member must report a trade within 30 days of being notified of it, and no later than 45 days after the trade. A trade disclosed weeks after it happened is usually on time.
Copy
Some of these stocks trade on Robinhood Chain as tokens issued by third parties that track the share price. When a Member bought one of them, the Copy button lets you buy the same token from your own wallet, with ETH, in one transaction you sign. It goes straight to the Uniswap v4 Universal Router (0x204FAca1764B154221e35c0d20aBb3c525710498). We take no fee and never hold your funds.
A stock is copyable only when its on-chain pools are deep enough: a $1,000 buy must move the price by no more than 2%. Measured at block 74,756,125, 35 stocks and funds qualify: AAPL, AMD, AMZN, AVGO, BA, COIN, CRM, DELL, GE, GLD, GOOGL, IBM, INTC, JNJ, LLY, LMT, META, MSFT, MU, NFLX, NOW, NVDA, ORCL, PLTR, QCOM, QQQ, SHOP, SNDK, SNOW, SPY, TSLA, TSM, UPS, USO, XOM. When a Member bought options on one of them, we say so and offer the stock, not the options.
A stock token is not the share. It carries no vote and no claim on the company, and it depends on its issuer.
The coin
$CONGRESS does one thing: holding it switches on the Copy button. It has not launched yet, so for now Copy is open to every connected wallet.
- It does not gate the feed. The feed is free and the same for everyone, holder or not.
- It does not pay anything, and it is not a share of anything.
- It does not give earlier access. Nobody sees a trade before anyone else.
Why the feed is free
Federal law restricts the use of these reports for commercial purposes, other than by news and communications media for dissemination to the general public. So the reports are shown to everyone, free, with nothing held back and nothing sold.
